We must have alternative methods in place and practice them before the need arises, in order to preserve communication of critical data. This video is really an audio file which can be transmitted via email, instant messaging, MMS, telephone or radio like the CB and HAM bands.
Use an SSTV decoder program of some kind on your computer or even your smart phone. I used the Robot36 SSTV image decoder app for android to successfully test this file.
