Using the arrow keys will move your cell selection in the direction you choose. However, when the Scroll Lock key is pressed, it keeps the selection in place and can scroll the sheet instead.
This video will show that scenario with its benefits and also show keyboard shortcuts for arrow key navigation within the sheet, including selecting multiple cells quickly instead of just using the mouse.
