Panning & Zooming a video or image, sometimes referred to as the "Ken Burns Effect" is a common request for video editors and motion graphics designers.
This becomes a bit trickier when the task is to move the image inside of a mask.
Beginner animators might go for the Pan Behind Tool, but a better alternative is to use a separate layer as a track matte.
This allows ultimate flexibility to animate the mask, change out the image, or duplicate for further use.
If you have just been introduced to After Effects, you may have a shyness towards creating extra layers. Try to get over this aversion. It is common to have lots and lots of layers in After Effects.
