Lieutenant Colonel Retired Jasper W. Watkins III lives in Grayson, GA. He served in the Army for 25 years and is a licensed Nuclear Pharmacist. In 2020, he was elected as the District 3 Commissioner, overseeing areas like Dacula, Grayson, Loganville, Snellville, and Lawrenceville in Gwinnett County. Jasper served as an Army pharmacist for 25 years. He helped place wounded Pentagon personnel after the 9/11 attacks and provided pharmaceutical support after Hurricanes Katrina and Andrew. He also worked as Chief of the Bureau for Statewide Pharmaceutical Services in Florida and at the Atlanta Veterans Administration Medical Center.

Jasper earned a bachelor’s degree in pharmacy from Florida A&M University and a master’s degree in Health Services Administration from Central Michigan University. He is a licensed pharmacist, completed an Army Fellowship program in Medication-Use Safety, was the first African American in the Armed Forces to complete an American Society of Health-Systems Pharmacist Nuclear Pharmacy Residency Program, and became board-certified in Nuclear Pharmacy by the Board of Pharmacy Specialties. He has certifications in Process/Program Management and Lean Six Sigma Black Belt quality assurance. His awards include the Legion of Merit, the Award of Excellence in Allied Health Care, and the Order of Military Medical Merit. He was also named Pharmacist of the Year by Florida A&M University and honored by Aetna’s African American Heritage Calendar in 2005.

Jasper grew up in a military family and followed in his father’s footsteps, SFC Jasper Watkins Jr., a United States Army veteran. With over 40 years of leadership experience, he supported Walter Reed Army Medical Center during the 9/11 crisis. He served as Pharmacy Director of Martin Army Hospital at Ft. Moore, Georgia, supporting the Hurricane Katrina pharmacy logistic support. Jasper is skilled in contract and acquisition management, 340B prime vendor management, medical logistics, pharmacoeconomics, and emergency preparedness. He has held executive leadership positions managing multi-million dollar organizations, where he helped create patient safety programs, manage the national stockpile, and develop methods for safely shipping vaccines. He has also had several academic and professional appointments and has multiple published manuscripts.

Jasper is very active in his community. He is currently the District 3 Gwinnett County Commissioner. He graduated from the Gwinnett 101 Citizens Academy and Leadership Gwinnett. He serves on several committees, including the National Association of Counties Health Steering Committee and the Association of County Commissioners of Georgia Committee on Mental Health & Substance Abuse. He was president of the Northforke Plantation Homeowners Association and is a Berean Christian Church Gwinnett member. He is also a Life member of Alpha Phi Alpha Fraternity Inc., Disabled American Veterans, and the Florida A&M University Alumni Association, as well as a member of the American Legion, VFW, Gwinnett Rotary and other professional and community groups. He lives in Grayson, Georgia, with his wife. He is a proud family man with three adult children and three grandchildren.
