You can use the LEGO EV3 45544 kit and the parts from the 45560 kit to build this piece.
This work requires the use of rubber bands. Both ordinary rubber bands and LEGO original rubber bands can be used. However, the elasticity of the rubber bands is different, and the fixing positions of the parts are different.
