ABOUT THIS FILM:
On November 4, 2025, our community was overwhelmed when the Cotcot River rose in minutes. This film is what I captured as we fought to survive.
At 1:54, you'll see me make a split-second decision to save my camera—which was very important to me—in a washing machine. I thought it would be safe. We never imagined the water would rise that high. It was swept away.
This was not just a natural disaster. It was a catastrophic failure of our defenses.
My documentary ends with the facts: Cebu Province is in a State of Calamity. 140+ lives were lost. 170,000+ people were displaced.
The President has ordered a probe into all 511 flood control projects in Cebu. The Office of the Ombudsman is investigating their "catastrophic failure."
The Cotcot River is the site of a P149.5 million flood control project awarded to a Discaya-linked firm—a contractor whose licenses were revoked for bid-rigging before the storm.
We are now left with two questions:
Where did the money go?
And how many more must die before we are truly protected?
We, the survivors, are the evidence. We wait for the answers.
