Method 1
Open Regitry Editor (regedit) and go to:
Computer\HKEY_LOCAL_MACHINE\SYSTEM\CurrentControlSet\Control\Terminal Server\WinStations
Right click the folder WinStations - choose New - select DWARD (32 bit) and name it DWMFRAMEINTERVAL
Double click on DWMFRAMEINTERVAL, change to decimal value 15
Reboot/restart your Server/computer and after that you'll have 60FPS on your RDP sessions moving forward.
Method 2
Edit Local group Policy - Administrative Templates - Windows Components - Remote Desktop Services - Remote Desktop Session Host - Remote Session Environment - Prioritizes the H.264/AVC 444 graphics mode - And ENABLE IT and restart/reboot your computer.
