As someone pointed out in the comments, random squadmates aren't able to use squad chat. They argue that since I'm able to access squad chat (0:15), I'm squaded with someone I know and it's a staged interaction. HOWEVER, if you are part of an existing squad and your partner goes offline and you still enter a battle, you now have the ability to use squad chat while being with your randomly assigned squadmate (as of this video's publishing).
