The video is not great quality, however, it is insane for a cell phone. I shot this using the AI mode on the OnePlus 10 Pro and you can clearly see those lights.
My family thought it was a bomb or something to deal with military. Assuming people are not lying about the lights (which is not improbable), it is a large cluster of starlink satellites. How come they are so visible from the night sky though? You can't really see the ISS unless you are specifically looking for it...
