Have you been wondering, how does the eso auction house or guild store work.
There is no world-wide or faction auction house; however, Guilds have access to a Guild Store. When a guild claims a keep in Cyrodiil (the PVP area) and owns a castle, if they have 50+ members, their Guild Store is accessible to anybody who visits their keep from their faction.
In essence they are transient auction houses controlled by each individual guild...
