You can't win, as was requested so many times, by so many folks. Over time the emitter ramps up and outputs increasing amounts more. In this case, you are withnessing the end - when the emitter reaches it's full 18,000 output - and that's not a typo. In CW4, emitters can emit that much about 9x more than in CW3. So you can't really beat an emitter like this, you can just hold it off for a little while.
