Tutorial How To Allow, Approve, or Disable Comments On YouTube Videos - YouTube gives you the option to allow all comments or moderate your comments which requires manual approval.

go to your advanced settings tab on your video, you will see 'Allow Comments' and a drop down menu under it. Click on 'All' and save your changes.

2nd Option:
If you want to allow, hold for approval or disable comments as a default on all of your videos or your channel, go to your Community Settings (left hand side of your screen under Community) in your Creator's Studio and scroll down to your default settings and click on the desired settings, save your changes.

I hate SPAM and trolls so I moderate all of my video comments.
