I've MODDED Skyrim SE with 100+ MODS - here's the results (Watch in 1440p)
I don't necessarily have a modlist, but enough HDD space and some time on Nexus will absolutely give you this result.
But -- the ENB (https://www.nexusmods.com/skyrimspeci...) makes all the difference. Just follow some Youtube tutorials. All ENBs are different and each focus on a different thing - you can absolutely find reputable and effective ENBs online to give you even better results. I've been modding Skyrim since September of 2018, so my mods have been hand selected over the years to find what suits me.

I don't know a thing about load-order or what not, but I've been doing this for a hot minute so throw these into Nexus before that whole fiasco with "collections" becomes a real issue.
