Text-html ratio is not a speed issue and so it's not something that WP Rocket is designed to fix. There are some features in WP Rocket which will insert code into the page, like Delay JavaScript Execution and Remove Unused CSS. It's not possible to change their behaviour to load the code as external files instead. Try using Load CSS Asynchronously instead of Remove Unused CSS because it won't insert as much CSS into the page, so it will improve the ratio.
