I have made a set system that doesn't need tuning and is not designed for high output. It just has to make enough charge to make up for leakage of the rotor and plates.
I made a mistake on my first try by using stick on plastic wrap that deteriorated and I got breakdown. I recoated with enamel lacquer and tested with a Whimshurt Machine to see if it would hold the charge.
