4 Amulets (Focus, Piercing, Bulwark, Nimble) can only be crafted at the Handler. To craft one, you'll need Essence and a Tactician Amulet. You get one Tactician amulet per play through, so choose wisely.
Amulet Of Arcane is farmed later in the game when more difficult enemies start to spawn in.
