If your design had 100% efficiency, the 3.5A @ 18.5V would be converted to 8A @ 8V by your charging circuit. At 6:56, you can see that your alum battery is labeled 10V. Is that its state when fully charged? Even with a faulty lead-acid battery, 7-8 volts would be quite conceivable.

The 95W—you say the power supply is overloaded, but you're measuring the current at the input and your meter reads 95W. Look at the labeling on the device again at 7:43. 85V-265V ~1.5A. 85V*1.5A = 127.5W. Overloading seems different to me? And while 50% efficiency isn't great for the power supply, judging by reviews of the device, it apparently gets quite hot. That would certainly fit. At 9:07, you can briefly see that it drew a maximum of 173W (charging capacitors &/or transformer starting up). That also seems about right.
