Enter the Stranger from the secret lab, pick up the artifact and go to the Endless Canyon.
Take the secret passage through the painting and extinguish the main building.
Cross the nearby invisible bridge until you can see the balcony. A well-executed jump can make you clip through the balcony's roof.
