How to make your own panniers out of tote bags. Take two tote bags that you like (weatherproof is best, pretty is better), cut the handles on one side of each bag, then sew them back together. Reinforce the place where the handles join the body of the bag. Throw your new panniers over the rack of your bike and zip tie them in place. Use a bit of cardboard or other rigid material to keep the bags from sagging into the wheels.
