You can get Deva's Golden Outfit from Deva's Golden Wheel.
You will have to kill mini field boss with party to get Deva's essence, witch one is used to spin wheel. You will have to kill boss multiple times to get it. it took me around 300 try's. Raid is re-spawn is around 3min CD. Good luck.
