The UN imposed different embargoes on Yugoslavia, so Albanians had an opportunity to smuggle illegal fuel and weapons with neighboring countries. Meanwhile, in Albania, a titan chain deceived people with a pyramid scheme. Since people were promised returns of up to 25% per month, most of the population invested the little money they had to get into the chain. But in January 1997, the titan chain collapsed and people lost their money. Albanians took to the streets out of desperation, followed by a general uprising and the state lost its power. Military bases were looted and thousands of weapons and ammunition were seized by the Albanians. With this situation, hundreds of thousands of Albanians left the country again and continued to increase the Albanian population abroad. Once the state regained control of the situation, the weapons were never returned and were sold or given to organizations preparing to fight against the Albanians in Kosovo, especially the Serbs.
The Albanian mafia has a structure that cannot be destroyed in the countries where it is active. The Albanian mafia acts on the basis of family and ethnic ties. There is no leader in the group. Although individuals who are respected by others are called leaders, that person is not the leader of all branches. therefore, arresting the leader of the group does not bring the end of that group. The law is the medieval law of the inhabitants and associated with the Catholic communities in the mountainous north of Albania. The law has thousands of articles. However, it lost its importance during communism because central government officials worked to enforce modern laws. However, with the fall of socialism in 1991 and the loss of state control in 1997, the Law was reinstated in the north of the country. Much of the behavior in the Law is no more, but the Albanian mafia retracted two articles from the law: Besa and vendettas. Besa is a promise made, a promise to keep what is said. But when it comes to the mafia, it also includes a promise not to betray anyone no matter what. Otherwise, the promise will be broken and those who do not fulfill the Besa will be given the death penalty or heavy penalties by the organization.
