Teaching off leash obedience isn't something that just comes over night. Some dogs are more inclined to stay home to the owner off leash while others would rather be doing anything else part from staying near you.
The most important thing to understand is that ultimately the goal is safety & that it's likely going to be a process to get to your goal & that there is no substitution for the amount of reps that need to be implemented to get there!
