To steal artifacts for Captain Khaled (or as the activity guide says, Steal booty from houses) you’ll need to have 49 thieving, 75% Piscarilius House Favor, and a lockpick. I would also suggest bringing lightweight armor such as graceful and some stamina pots.

Each house only has one designated dresser for you to steal from. You cannot teleport or get caught by the patrolmen once you have the artifact or else you will lose the item and have to start over. This activity is very similar to the Sorceress Garden minigame.
