No connection could be made because the target machine actively refused it
In this tutorial, I will show you how to fix the error that says "SQLSTATE [HY000] [2002] No connection could be made because the target machine activly refused it"
This error has occurred because a particular thing is using the port that MySQL is meant to use.
Restarting the server does not solve the problem at all. What you need to do is to create a new "Inbound rule" for MySQL Port.
