It seems ration seals are back. (You can stop hating EA for that particular thing now.)

It appears EA have shut down the in-game DLC store. I've not been able to get my Origin overlay work for awhile, and there doesn't seem to be a way to spend ration seals, which is unfortunate.
Ration seals can be used to purchase the "extra resources" DLC.
There are two different sizes, one costing 30 seals, the other 60.
The 60 seal pack has twice the resources of the 30.
I think it has something like 200 tungsten, a crap load of scrap metal and semi-conductors, some soylent green (or whatever that junk is) and 480 stasis components.
The 60 seal pack also has two "Mark V" gun components, along with a 50% chance at a third. The 30 seal pack has one with a 50% chance at a second.
Don't buy the 60 unit pack. The 30 unit pack gets you more chances at extra packs.
In my meandering playthrough, I think I had about 300 or so ration seals by the time I got to NG+
