I decided to play this game again, this time after restarting my computer and making sure nothing is open except for the game, and I can confirm that the game was running much more consistently stable and smoother as a result!
Since there was a fair chunk of the game left, I decided to just record the rest of the game, from where I left off when I streamed it. Turns out I was supposed to shoot the Raptor in order to progress to where I am, starting at this point.
