The Philippine government mandated that cell phone users register their SIMs within six months or get disconnected. Filipinos didn’t take this seriously. They tuned out all serious PSAs and celebrity endorsements.
To encourage them to register their SIMs, we created entertaining films for them to tune in to instead.
