My recommended training order:
Navigation - Evasive Maneuvering
Spaceship Command - Spaceship Command
Navigation - Navigation
Armour - Hull Upgrades
Targeting - Long Range Targeting
Targeting - Signature Analysis
Engineering - CPU Management
Engineering - Power Grid Management
Engineering - Capacitor Management
Engineering - Capacitor Systems Operation
Armour - Mechanics
Shields - Shield Management
Shields - Shield Operation
Navigation - Warp Drive Operation
(Swap armour skills for shield skills if you started as Caldari or Minmatar!)

Then, click the 3 line icon menu directly right of the "Training Queue" title at the top of your skills list and select "Add skills listed in clipboard to end of queue"!
