Note: Microsoft's blog mentions OOBE, or Out-Of-Box-Experience, a customization that can be applied to Windows installs, meant for enterprise and deployments and what not. It might be that you are required to use a Microsoft account if it's set up as OOBE only, not set up as a normal user.
