Instead, roaming traditionally uses the same IMSI and MSISDN (Phone number) as in the Home Network, and that increase the costs.
Multi IMSI scenarios:
(1) Donor IMSI but same MSISDN (Phone number) and
(2) Donor IMSI and a new MSISDN matching the visited network.
In both cases, HSS/HLR needs to associate the new IMSI and MSISDN to the same subscriber.
