A standard of identity (SOl) is a mandatory requirement that establishes what a food product must contain to be sold under a specific name. SOls are created by governing bodies to ensure that the characteristics, ingredients, and production processes of certain foods are consistent with consumer expectations. SOls can also include technical specifications, such as permitted food additives, fortification requirements, and food safety requirements. o
The Food and Drug Administration (FDA) has established more than 250 SOls since 1939. For example, in 2023, the FDA amended its SOl for yogurt to allow more ingredients for flavoring and sweetening, reduce the amount of optional vitamin D fortification, and provide more flexibility in milkfat content. The amended rule went into effect on January 17, 2023, with a compliance date of January 1, 2024.
Once an SOl is established, any food that claims to be the standardized food must comply with the standard. If it doesn't comply, the food can't use the standardized name. SOls are intended to protect consumers and promote fair dealing and honesty.
