Their remaining time is spent on logistics such as recruiting and resource management. These logistics occur extensively and repeatedly, making them vulnerable to intelligence collection.
But terrorist groups treat the "critical 1%" as their most sensitive, making their attack planning even harder to detect. This is why surveillance detection operations by well-trained security personnel, and "See Something, Say Something" by the general public is so critical -- surveillance and rehearsals are terrorists' most vulnerable points in their attack cycle.
