We go to Grafton, which is a great spot for Radtoads. If you arrive and they are already dead, then server hope is a good option.

You use VATS to bring up the Crit Meter. Depending on the weapon and the effects, filling the Crit meter may take a shorter time or a longer time.
Once the Crit Meter is full, you will hear a special sound indicating it. So that the next hit can be a Critical Hit. When this happens, you go into vats, you see at the bottom of the screen "Critical". What ever button it is for you; you have to hit the fire weapon button and that Critical button at the same time in order to complete a Critical Hit.

I always recommend aiming for the torso in VATS, as it is the largest section of the enemy and a better chance not to miss the Critical Hit. There is a chance to miss on the Critical Hit, wasting it.
