Credit due to AriseChicken2 for the suggestion to make a manual TDP and set all the sliders to 30W. It works and you get great FPS in the 75-90 range.

Settings very low, still looks freaking amazing. No framegen. FSR on. No stuttering, looks and feels amazing.
I got off to a terrible start but made up for it at the end a bit. I hate this map lol. Enjoy!
