These are the first tips I give students who face creating a persuasive rhetorical speech. Start by considering Bitzer. Find an exigence that is rhetorical, i.e., able to be changed by this audience. Your audience must be a rhetorical audience too, i.e., both able and willing to effect a change to the exigence.
