The cog is the RISC OS cog emblem originated by Richard Hallas and the "64" in the video refers to the goal of porting/rewriting this antique 32-bit operating system to 64-bit so it can run on recent hardware like the Raspberry Pi 5. "64" also reads as "by" which is a nice coincidence.
The middle spinning cog section is "flat" to allow for episode titles.
