Intro:
With all the flying numbers happening when you press Venti's Q, it can be hard to understand what they represent. When I was planning on how to build Venti, most people said to use Elemental Mastery but I was skeptical. After running tests, I realized that EM is not a good choice on Anemo characters, so I decided to put my findings in a video to explain better with proof.

(UPDATED) TLDR:
His E triggers a Swirl if the enemy has an element applied on them. (His E is not in the video because anything that does anemo damage can cause swirl.)
His Burst has 3 damage instances in total (summarized in a pic at the end of the video)
In his Q, Both the Anemo portion and Absorbed Element portion has a frequency of 0.4s per tick.

Elemental Mastery and Builds TLDR:
1*. (UPDATED) Elemental Mastery will not be as important because of a few reasons:
a) There is sort of a cooldown before you can apply elements again, because when I tried to use Fischl's Bird to trigger Overload, the amount of Swirls actually decreased from 7 to 4 in the timespan of 1x Venti's Burst.
b) While testing Overload by constantly applying Pyro and Electro during his Burst, I expected Overload to trigger once every second, but that was not the case. There's only about 1-2 Overload procs per Venti's entire Burst of 8s, and also lesser Swirls as compared to without Overload.
c) He is usually NOT the trigger for elemental reactions.
d) If you are fighting an enemy with an innate element, e.g Electro, chances are you'll trigger an Electro Tornado from Venti's Burst. If this happens, the absorbed element damage portion (Electro) + Triggering Swirls will do no damage
2*. (UPDATED) Situations where EM will be useful on Venti:
E.g: In Spiral Abyss Floor 9 (First Chamber), your Overload reactions will do a LOT of damage against the slime stage (because of the +75% Electro and Pyro Damage).
If you absorb Electro in the Tornado, obviously it does no damage against the Electro Slimes, but of course it will do high damage against the single Pyro Slime in that stage lol
Note that in the later stages, Venti will not be the usual trigger for Overload, so don't bother building EM on Venti.
3. You could go 4-piece Viridescent or 4-piece Noblesse Oblige or even 2 each, and the deciding factor would be whether your DPS character is Elemental or Physical. Do note that Viridescent's effectiveness drops significantly on enemies with the same innate element as your dps (e.g Keqing against Electro Slimes or Electro Cube Elite boss. You will have to swap artifact sets, or swap to another dps that isn't electro but I have Razor as secondary dps lol gg)
4. The difference between the Viridescent 2-piece bonus and the Noblesse 2-piece bonus is minimal, as Viridescent gives +15% anemo bonus dmg in general which affects his E + Charged Attacks, while Noblesse gives +20% bonus Burst dmg which is higher than the 15% anemo, but does not apply to his E or charged attacks. I feel that Viridescent 2 piece is better.
5. Energy Recharge is still very important for Venti, you can get it from a combination of his Ascension + either the Weapon or from Artifacts. How you mix it depends on your comfort level and accessibility.
6. For Weapons, the Favonius Warbow is the best for energy gain for your entire team, and aside from that you can also use the Sacrificial Bow or the Stringless. I am actually using Sacrificial Bow because of the higher base atk, and my team comp does not necessarily need that much Energy Recharge (Keqing, Fischl, Venti, +1)
