The app featured in this video is Plotagon. This app is a lot of fun. I tried the free version for a few months and enjoyed it so much I decided to upgrade. The main drawback with the free version is the ads, so many ads… you may have to close and reopen if you get stuck in a loop of ads. The overall drawback I have noticed is that the characters do not have an option for independent dynamic motion to move from one place to another and the voices sound robotic although you can use your own audio. There is a walking option with the paid however it uses the same background scene. Other than that, it still works for what I want to use it. Here is a sample of the animation and a how to video in case anyone else finds it useful.
There will be a Plotagon watermark on the free version similar to what you see in the second part of the video.
This is available both as a desktop and phone application. I have both, however I have only used on the phone. I have yet to try the desktop app.
