A Fire Kills public information film adressing the issue of turning off all electrical appliances before you got to bed, in a Wallace & Gromit styled animation. Aardman Animations developed this in 1994, and it seemed to feature in tons of BBC closedowns late at night during the mid-late 1990's.
Nothing about this is particularly scary, in fact, it has been made in a slightly comical way, but I'm sure there isn't too much to laugh about if you'd wake up in the middle of the night surrounded by smoke, because you "didn't guard that fire". Nevertheless, I enjoyed this PIF, and it is one of the few, well back in the days anyway where you could actually watch without feeling petrified every time it would reappear on your television screen.
