TRIBUN-TIMUR.COM - The Russian military has made significant progress on various battle fronts. Military analysts at the Institute for the Study of War (ISW) have observed indications for several weeks that the Russian military command is redeploying troops from northern Kharkiv Oblast, the Kupyansk-Svatove-Kreminna line, and western Zaporizhia Oblast to Kursk Oblast. More recently, they observed indications that the Russian military command is redeploying troops likely intended for a future high-priority offensive operation in the Pokrovsk direction to Kursk Oblast.
Russian President Vladimir Putin has so far avoided redeploying the type of effective, combat-experienced frontline units that would likely be needed to push Ukrainian forces out of Kursk Oblast, and Zelensky's statement suggests that Ukrainian forces will likely maintain positions in the more than 1,100 square kilometers of territory where Ukrainian forces are reportedly operating in Kursk Oblast until Putin chooses to redeploy those forces. ISW assesses that Putin is attempting to maintain the Russian offensive against Pokrovsk at the expense of delaying the clearing of Kursk, but the offensive is likely to have a variety of other significant impacts on Russian military operations over varying periods of time, regardless of its impact on the current Pokrovsk operation.
While the Ukrainian offensive against Kursk Oblast appears to have had an operational-level impact on the Russian military, it likely has not changed Putin's strategic-level thinking. ISW assesses that Putin believes that Russia can slowly and indefinitely conquer Ukraine through slow advances and that Russia can achieve its goals through a grueling war against Ukrainian forces and by outlasting Western support for Ukraine—assessments that have led Putin to reject peace negotiations on terms other than Ukrainian and Western capitulation to his demands.
