On larger systems, the Orbitrol valve doesn't provide enough flow to operate the steering cylinders directly. Instead, it provides pilot pressure to a Steering Amplifier valve, which brings in a much larger volume of flow. Inside the Steering Amplifier, you'll find something known as a Priority Valve. If you've never seen one of these before, this video should really help you understand how a lot of advanced behaviour in hydraulic systems can be created by relatively simple components.
