1- On a new project, create a new Composition
2- Create a new black solid
3- add fractal noise to the solid
4- on effect controls, click the drop-down under evolution options and alt-left click Random seed
5- delete the highlighted code and type ‘’time*10’’
6- pre-comp it
7- Type out your text and align to wherever you like
8- hide the pre-comp layer
9- add a displacement map to the text then select your pre-comp as the displacement map layer
10- from here you can adjust the horizontal and vertical displacement until it's to your liking
