A certified translation will always have these 3 things...
1. A copy of the untranslated (source) document
2. A copy of the translated document, and the certification of translation
3. A statement that certifies the authenticity of the translated document. Every page should be signed and stamped. If this is not the case and there is no certificate at all attached to the translated document, then it means it is not certified.
