LinkedIn suggested connections based on your 100% complete profile. At a glance, you can see those connections and at the same time click on 'connect' to send out an invitation.
Tip: Remember to always change LinkedIn's default invitation verbiage, make it your own, and send a more personalized invitation. You will have a much higher chance of people actually accepting your invite.
