in the Press up event replace evrything with this:
if collision_line(x-sprite_width/2,y+sprite_height/2,x+sprite_width/2,y+sprite_height/2,ground,1,0){
vspeed=-12}
note:
its still kinda glitchy, but i dont take that as my mistake, i think its Game Maker's collision detection
