7900 xtx stutter 22.12.2 Caused by metrics sampling interval load + other gpu metrics call 100% load

I think I have found the issue and solved 95% of it. I am not sure what it is called or how it works, but the chip or the way the OS communicates with the GPU to take readings of the GPU e.g. clock/fan/temp/etc causes overload and hitching, e.g. 1 sec interval + GPU-z 2.52 = 1 hitch every 5-7 seconds of about 500ms (let's call this measurement as 100% baseline), if you remove GPU-z and keep 1 sec interval in AMD Adrenaline, cog, performance, Metrics sampling interval the severity is about 15%, if you set the metrics sampling interval to 0.25ms its about 30%, if you set it to the maximum of 5 seconds its 5% as bad(very rarely smaller hitches), so the best thing to do is to disable other metric tools and set the metric sampling interval in the AMD Adrenaline software to its maximum value of 5 seconds. (enabling or disabling the metrics overlay has no affect as its always on as a hidden thing)

DDU done, various setting changes including removing instant replay doesn't change it, this stutter occurs in older games and random games as well, even some new ones.
