1. Click on "Add a user to your tenancy"
2. Click on "Federation"
3. Click "Add Identity Provider"
4. Enter "Name"
5. Enter "Description"
6. Select a Type
7. Upload XML document
8. Provide a tag namespace, key or value
9. Click on "Continue"
10. Add an identity provider and infrastructure group
11. Enter "Group Name"
12. Click on "Continue"
13. It will get added!
