The mods used are Spire Biomes (adds themed "Biomes" to the spire map, which modify the encounters in certain ways), "Chimera Cards" (gives a chance for card rewards to have special modifiers that make them slightly different than normal) and "More Neow" (adds more options to the Neow bonus).
