Ali Candan, who has carried out many successful operations abroad on behalf of KGT (Turkish Intelligence Organization), is summoned back to Turkey by Aslan Akbey, under whose command he is, while in Kosovo. He is given the most critical mission: Operation Kurtlar Vadisi. The aim of this mission is to dismantle the Council of Wolves, the highest power in the mafia, headed by Mehmet Karahanlı. This task is not easy, and the Council of Wolves is very powerful. In fact, the council controls an amount of money equivalent to half of Türkiye's annual national income.
