UPDATE!! The latest version of Fresco from October 2020 has fixed this issue!!! Now, go to the upper right corner and choose Send to Illustrator. If you have the current version of Illustrator you will see an Photoshop Import Options window pop up. Choose Convert Layers to Objects and click ok. Now you have layers an no more clipping masks!
